Excluded from all EU-27 counts. Not bound by the EU baseline of 24 Dec 2026.
Estonia's planned mRiik app was based on Diia in 2023; that lineage does not establish EUDI readiness.
The European Commission's pilot overview, updated 22 July 2026, includes Ukraine among participants testing EUDI wallets and cross-border uses. The first four pilots began in April 2023. This programme-level evidence does not establish completed Diia interoperability tests or acceptance across the EU.
Diia combines a mobile app and a public-services portal, launched in 2020. The app includes an ID card, biometric passport, driving licence, vehicle registration, tax number and child's birth certificate. Its digital passports have domestic legal equivalence to paper documents under the law effective 23 August 2021. Diia.Signature supports signing documents and authenticating to services.
