Ukraine (Diia)

What citizens use today: Diia combines a mobile app and a public-services portal, launched in 2020. The app includes an ID card, biometric passport, driving licence, vehicle registration, tax number and child's birth certificate. Its digital passports have domestic legal equivalence to paper documents under the law effective 23 August 2021. Diia.Signature supports signing documents and authenticating to services.
EUDI link: The European Commission's pilot overview, updated 22 July 2026, includes Ukraine among participants testing EUDI wallets and cross-border uses. The first four pilots began in April 2023. This programme-level evidence does not establish completed Diia interoperability tests or acceptance across the EU.

How to read this

Stage: The most advanced step for which we found dated primary evidence: Planning → Legal basis → Procurement → In development → Pilot / testing → Public beta → Publicly available → EUDI certified. A target date is never counted as done.
Existing eID is not the wallet: The stage column shows EUDI wallet progress; Live today names an existing generally available national eID or app, not a certified EUDI wallet. Mature national logins (MyGovID, Smart-ID, ID Austria, SPID…) do not advance the wallet ladder unless the state has formally made that app the wallet vehicle.
Not publicly confirmed: We looked and could not find primary evidence. It is a gap in evidence, not a finding of failure.
Outside the EU: Non-EU comparators show relevant national wallet experience and EUDI links in a separate watch list, excluded from the 27-state board, statistics, timeline, organisation and consortium counts.
Baseline: Regulation (EU) 2024/1183 (eIDAS 2): Member States provide at least one wallet within 24 months of the implementing acts (24 Dec 2026); specified private relying parties accept wallets by 24 Dec 2027. A later national target is recorded as announced, not as a breach.
