EU Wallet Scorecard v1.0
How the EU Wallet Scorecard works
A readable account of the evidence, points and limits behind the 16 October 2026 scorecard.
Five pillars and points
- P1 Wallet delivery: legal basis 15, builder named 15, pilot 10, public beta 20, general availability 25, certified 15.
- P2 Rules and governance: wallet-specific law (in force 25 / in parliament 15 / draft 5); supervisor (designated 25 / proposed 10); relying-party registration (open 25 / announced 10); certification scheme (published 15 / draft 7); named assessor 10.
- P3 eID foundation: EU eGovernment Benchmark 2026 eID score.
- P4 Cross-border: eGovernment Benchmark cross-border eID times 0.5; notified eID scheme 25; large-scale pilot participation (1 = 10, 2 = 20, 3+ = 25).
- P5 People and use: Eurostat eGovernment users times 0.5, generally available national eID 25, generally available EUDI wallet 25.

Wallet-specific law rule
P2 law counts only wallet-specific national EUDI or eIDAS 2 implementation. Older domestic eID laws and general enabling powers do not count. Denmark, France, Greece and Malta therefore receive 0 for this law input under v1.0. This is a scoring rule, not a legal verdict.
Grades and coverage
A is 80 or more, B is 65 to under 80, C is 50 to under 65, D is 35 to under 50 and E is below 35. Overall score is the mean of all five pillars, with unknowns counted as 0. Evidence coverage counts inputs with an external source URL divided by all inputs in the pillar. A pillar below 50% evidence coverage shows a Limited label instead of a letter grade. This is the limited-evidence rule.
Data dictionary
The CSV uses wallet_delivery, rules, eid_base, cross_border and people_use for the five pillar scores. Each has a _grade and _coverage column; limited-evidence means fewer than half that pillar’s inputs have confirmed official evidence. Stage labels match the page. Refresh cadence
The scorecard is refreshed quarterly. Next review: Jan 2027. Timeliness is displayed separately and an unknown target is never treated as missed.
Version history
v1.0, 16 October 2026: partial credit for governance stages, Eurostat eGovernment users for P5 and a clarified limited-evidence rule.
